It is Birth Record Book 1 Page 6 Line 264. It shows just the last name, no first name and the father is Joshua Willard and the mother is Elizabeth Dewey. The Staats is in the next line for the next birth. I hope this is of help to you.

Did you try the surrounding counties? My ex-mother-in-law was a Tanner and she was either from Ritchie County or Wirt County. I seem to remember her talking about a brother or an uncle named Floyd. If I can find out anything, I will let you know.

    2. The following diary was written and kept by the wife of Andrew Bascom Kincheloe, a brother of my G-grandmother Iva Elizabeth Kincheloe Clark. This was about their trip from Lincoln, Nebraska back to their origins in Wood County, WV and to visit Andrew "Bate" Kincheloe's sister Caroline Landora Kincheloe Gray in Oklahoma. 1909 KINCHELOE TRIP TO WV & OK Diary written by Medora Colson Kincheloe 26 May 1909 - 29 July 1909 This diary was shared by Marjorie Slaughter, a descendant of the Andrew Bascom Kincheloe family. Medora & Bascom “Bate” Kincheloe were 50 years old We started for W.Va on Wednesday the 26 of May 1909, went to Emma's, (dau. md. to Lucien Behymer) staid all night 27th Thur -went to Esbon in the morning, took the 7:30 train for Lincoln, Neb arrived at Dan Hoy’s (brother-in-law to Bascom) about 6 o’clock 28th Fri - afternoon we went to Butler Hoy's, took supper with them. Butler took us over to John Wilson's that evening. 29th, Sat. Bascom & John went to Lincoln. 30th Sunday John, Lettie, Walter, Bascom & I went over to Dan’s. Butler, Dora, Ernest & wife came, Mary Rinard was there. 31st, Mon - Sallie, Dan (Hoy's- Sallie is Sarah Ellen Kincheloe, sister to Bascom) and Bascom & I went to Ernest Hoy's took supper with them. 1st Tues June (maybe) we took the train for Firth. Robert Grant, Sr; she is the sister of Bascom) 5th Sat we all came back to Saltillo to Allen Grants Funeral - returned with Sophia 6th Sun -(it rained) Rob & wife (Robert & Sophia), Effie & husband, and Ernest & wife came and took dinner with us, that evening a son was born to Effie & Frank?. 7th Mon (it rained) Sophia staid with Effie, Iva & I washed and ironed 8th Tue (it rained) went to Lincoln, met Dan (Hoy) - got the Headstone for Mother & Father Kincheloe’s grave - came to John Wilson staid all night (Lawrence Benjamin & Violette Stagg Kincheloe died in 1889 & 1884) 9th Wed John, Bate & Dan put up the Headstone in the afternoon 10th Thur - took the Motor car at Jamaica for Lincoln then took the 4:40 train for W.Va. over the B&M arriving at Parkersburg about 11 o’clock Friday morning. 11th Fri - went to a restaurant got our dinner, cleaned up and started for Tailors (Taylor Kincheloe’s, brother to Bascom). 12th Sat - sat on the Porch and seen a good many old acquaintances go by 13th Sun - spent the evening at James Bailey 14th Mon - Tailor (Taylor) & Bascom went out to the farm on foot - I rode out with Balser Lutz - eat dinner with George Lutz & wife then went to see the Haines sisters. 15th Thur - Washed & Ironed - Agnes & family, Zetta and family came and eat dinner with us. It rained that night. 28th Mon - (rained) went to Ida? Turners and staid all night 29th Tue - went to Will Johnson's staid all night 30th Wed - went to Balser Lutz 1st Thur (July) Bate & J.T. McKeag went to see Joe Kincheloe at Tallyho? 2nd - Fri - went to Crockett Johnson’s for dinner and to Ebenezer for supper staid all night there (David Crockett Johnson was md. to Lucy Emeline Kincheloe, d. 1876, sister to Bascom so he is a brother-in-law) 3rd Sat - we called at Isaac Wharton’s talked with Mec? Awhile then went down to see the Haines Sisters did not find them at home - went on down the road to Sam Winmoth? - I went and took dinner with Sarah and Bascom went to Harlan Clark and eat dinner - we then went by and called on Myrtle Burk & mother then followed the ridge around to Will Johnson’s. 4th Sun - Stayed at Will’s. John Johnson & wife, Harry Johnson & wife were there. 5th Mon - was at Wills, washed & Ironed 6th Tue - Bascom took dinner at the old home place with Mr. Hile and I took dinner at John Wharton’s then we started for Parkersburg - got there about night at Tailors (Taylor Kincheloe) 7th Wed - Florence & I went to Sam Ingold's in the afternoon (Florence was the wife of Jesse Taylor Kincheloe) 8th Thur - Mrs. Deem, Florence & I went down town. 9th Fri - Florence & I went to Mrs. Wilcox in the afternoon took supper with them 10th Sat - In the afternoon Bud come after us - we went out to Buds 11th Sun - staid Sunday. Charlie Chichester and family was there. Jode? Curtis and wife, Hanner & Sadie Haines were there. Bud & Bascom went down to Harlan Clark's a while. Lydia & I went to see Becca Anderson a little while. It rained in the evening. (Florence had been married to a Chidester/Chichester, before marrying Jesse Taylor Kincheloe) 12th Mon - it rained and we did not go back to town until after Dinner. We went over to Jim Bailey’s with Tailor (Taylor) & Florence for supper. It rained that evening. 13th Tue - Mrs Wilcox & I went to call on Mr & Mrs Wigal, Sarah Hutchison & Miss Lizzie Hinckley and also visited the City Park. 14th Wed - We went down in town to see Robinson's Parade - did not see - we then took the train at noon for Oklahoma 15th Thur - traveled all day until 12? Staid the rest of the night at the Depot at Kansas City. 16th Fri - traveled all day until midnight - we arrived at Alva OK got a bed and finished the night. 17th Sat - got up early and started with a man hauling goods for a store near Freedom - got as far as Cora by walking and riding. We then got a girl to take us to Cal’s - had a runaway but fortunately no one was badly hurt or nothing broke. 18th Sun - was at Cal’s (Cal was a hired hand that had worked for Bascom & Medora) 19th Mon - Cal & Fila, Bascom & I went to Alva 20th Tue - Bascom & I drove Cal’s team back and Cal started to the Hospital with Fila to Ft. Supply 21st Wed - Mr Bates brought us down to Ben’s - I was sick ( Benjamin Lawrence Kincheloe Jr.’s, brother to Bascom)) 22nd Thur - staid at Bens 23rd Fri - staid at Bens 24th Sat - Ben & Lou brought us down to Will Grey’s (Benjamin's wife's name was Phoebe Louisa Peele). 25th Sun - staid at Wills. Ben & Lou went back home 26th Mon - rained - Will & Bascom went to Moreland - got ice had ice cream 27th Tue - Carrie & I went over to Mr Gore's a little while 28th Wed - Started for Kansas 29th Thur - arrived at Esbon about 4 o’clock in the afternoon. Floyd (son) came up after us and we come home in the hardest rain I was ever out in. Got home about midnight - soaked through. So that is all.     3. Richard, could it have been the town of Washington (known now as "Little Washington") in Rappahannock Co., VA? That was sort of on the westward migration route of some Shepards/Shepherds/Sheppards. Others may well have been in the VA county of Washington, down toward Virginia's "toe." When I used to drive U.S. 15 from North Carolina into Virginia in the 1960s and 70s, a small green sign marked a tiny place called SHEPARDS somewhere not far from Wylliesburg. It's not on the map and I haven't driven US 15 for years, so I don't know if even the sign is still there. But at some long-ago point there were SHEPARDs in Southside Virginia in Halifax or Mecklenburg county--and if they stayed in that latitude, working westward, they'd have come to Washington County after 150 miles or so. My own search continues (after years) for parents for my GG Grandfather Dr. JAMES WILLIAM SHEPPEARD, b. at or near Parkersburg, Wood/Wirt Co., WVA/VA on March 21 1822. This spelling may have begun when his birth was recorded; the parents were likely Sheppard or Shepard. Despite a lot of help from kind Shepard researchers, it's a real brick wall so far.
