(Not verified). Died 02/05/1940 in Massillon, OH. He and his two siblings became orphans when Vard was between three and five years of age. The siblings were separated and Vard went to live with the McCutcheon family in Parkersburg, WVA. The McCutcheon's lived on Juliana St. He went by the name of Vard, but his friends called him "Barney", which is why I also search using the names Barnard and Bernard. I can't find anything on Vard's past or even on the McCutcheon family. If someone can help I would very much appreciate the gesture. Kay Mitchell

The Committee on Government Organization moved to amend the bill on page three, by striking out everything after the enacting clause and inserting in lieu thereof the following: That the code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §16-5-36, to read as follows: ARTICLE 5. VITAL STATISTICS. §16-5-36. Electronic filing. That any certificate filed pursuant to this article may be filed electronically." It is now awaiting signature from Governor Wise to make it law. What little access I have to the 1920 and 1930 census, I can't seem to locate any of these folks. Any help would greatly be appreciated.
