O'Flaherty when he was Secretary of the American Association for the Recognition of the Irish Republic, appointed Nov 16, 1919. It was given to Bishop Vincent Waters of the Catholic Diocese at Richmond or the Little Sisters of the Poor of Jackson Ward, Richmond, Va, circa 1940's, by his daughter, Jane O'Flaherty Troop. There was a flag of the de facto Republic of Ireland and three 78rpm recordings of Eamonn de Valera, future Irish president. The flag was used in a parade when de Valera was in Richmond, 27th August, 1919. I represent all my extended family of cousins.
