I would say number of submissions, but if someone comes up with a really massive submission with a lot of information in it - like someone sends in the entire Raleigh Co. Death Index :-), I'll bite the bullet and I'll buy two books - one for the person with most submissions and the one with the largest contribution. Does that seem fair? Thoughts?
