This is some excellent information that I thought should be passed on. I got it as a message from another list but it something that I wondered about when I was unable to find a child born in a census year. Dianne Congress specifies a "census day" and the time allowed to take the census. The census taker was to count the people who lived in each house as of the "census day." which may include anyone who died, or exclude any child born after, the "census day." Close analysis is imperative here. (i.e. the census days for 1820 and 1830 are not exactly 10 years apart. There is a 2 month difference. So, if a person was born between June 1, 1820 and August 7, 1820 the child would appear in 1820 as "under 5" and in 1830 as "under 10" rather than "of 10 and under 16," because he would not yet be 10.
