Any Federal grants would appear in the General Land Office records that are on the Internet. Since I have no ancestors to which this applied I have not studied the particulars.     3. Yes, if they served in Virginia organizations. You would have to look up the statutes on the length of service required, etc. I have never looked into the specifics of who did and who didn't.
