Since you know that 3-year-old Jasper Westfall was living with Isaac Miller in 1880, that means he was probably bound out to Miller by the Pendleton County Court, most likely on request of the Overseer of the Poor. Get the Pendleton County Court records from that time and you probably will find a record of it. The parents would be named as well as the reason for his being bound out.
