Helmick and wife Clora of Tucker County, WV, granted to Martin H. Harper their interest in the home lands of Jesse W. Harper, deceased. Phebe J. Lewis married William R. Payne on 2 January 1890, both single and residents of Pendleton County. (PC Marriage Book 1853:52) As noted, she was the daughter of Jesse's first wife so not included in my notes. Undoubtedly the appointment of her guardian (if she was inheriting from her maternal grandfather) would be recorded in the minute books.
