You'll find her family in Pendleton. You can choose to see the original census image. She used the middle initial "F" which seems to support (note that it does not prove) her having been "Frances C." age 10 in Jacob Lewis' household in 1880. Celia (under various spellings including Arcelia which is misread by a transcriptionist as Aurelia) with her hubby (listed alternately as Isaac Moyers and Aaron Moyers) can be found on pay-for-use site www.ancestry.com in 1900, 1910, and 1920 in Pendleton County, WV and then in Grant County in 1930. [I haven't checked the censuses on Heritage Quest which can be accessed for free through many public libraries (including at home view with a public library card]. Therefore, Celia is certainly found on all four available censuses from 1900 through 1930 and may - emphasis on the may - be Frances C. in Jacob Lewis' household in 1880 in Pendleton County.
