Dear Sir The yearly Land Tax records are most likely in the Court House. If they are not, then they are in the State Archives for West Virginia. The pre Civil War yearly Personal Property Tax records in are in the Virginia Library in Richmond. I was able to order the microfilm for the Personal Property Tax rolls from the Virginia Library through inter-library loan at my local library.
