Jane, There is a Hardee and a Harvey District in Mingo Co. Breenden would be in Harvey. I believe it includes Kermit, Lenore, Dingess, and Breeden. I ask my Uncle about Frances Vance and he said he remember him from working in the coal mines, but while he ran the post office he didn't get his mail at Breeden. My Uncle said he thought Frances live in area called East Fork of Twelvepole, which is also Mingo Co. and borders Wayne Co. I know there are a lot of Vances in that area, I looked in the 1900 Wayne Co. Census and I found a Frances Vances in Grant District which is where that area is.
