Anita, I'm not sure about WV, but in Virginia 1st cousins can still marry and it's perfectly legal. The only persons you cannot marry are parents, grandparents, aunts, uncles. In my husbands family we had his nephew married his great niece... they are 1/2 first cousins, once removed.
