William Lowther Parsons was the son of Charles Parsons and Elizabeth Chestnut, and was born July 24, 1769 in Queen Annes County, Maryland. He married Susan Fink and Elizabeth Nancy Walker. However, William Lowther Parsons died October 10, 1839, far too soon to be "Devil Bill" Parsons, the notorious "bushwhacker" during the Civil War. "Devil Bill" Parsons got his name for being feared for his actions as a bushwhacker. This is hardly the same person as Colonel William Lowther Parsons!!
