What's interesting in your message is that they lived in West Virginia. I can't find anything more than the information about the marriage to Elizabeth Maxwell. He shows upon in one Ohio census if I recall correctly. We certainly have Maxwells in the panhandle! And, it's the right timeframe. But the first name certainly doesn't look like Heber to me!
