I found no Bitners in either co. until 1920: BITNER ELMER 29 M W PA WV MINERAL KEYSER 1920 He was a brakeman b PA b MD, wife Mabel 29, dau Eleanor, son James, both b WV. BITNER SAMUEL 56 M W PA WV MINERAL KEYSER; NEW CRK He was a paper-hanger, with wife 59, son Arbie, 21, a painter's helper at B&Q Shops, all were born PA. (I think B&Q may have been a car place. Next guy listed is a car builder at same place, and a third one on the same page is a car painter there). You probably need to locate them in 1930 census (I have no index for that one). Sounds like these could be connected to your guy.
