Wondering if permission to do things required court approval. 40-50 years ago I worked for the commissioner of accounts verifying books of guardians financial accounts (that the monies were spent only on what was specified in an agreement written a year or more before). If they needed money for other things, they had to get commissioners approval and some items they had to sue the guardian so he got court permission to spend the money because the commissioner did not have authority to grant it. These could range from purchasing a band instrument so the kid could play in the band to taking a school trip or more money for clothes, etc. What might have been in the 1800s? I bet they sued in court so much that was why commissioner of accounts were used. Now they have even replaced the commissioner of accounts with another legal entity.
