    3. Hello WV CCs, Peggy Tebbetts has been wanting to give up two counties, Boone and Ohio. The person that I thought was taking Ohio County never did and I have not heard any more from him. There is a person willing to take Boone County who says that he has a large amount of material but he has no experience with creating or uploading web pages. Is there anyone who might be willing to work with this person to help him get started? If so, please contact me or Peggy. Also anyone interested in the Ohio County WVGenWeb site please contact me. Also Stacy Moorhead needs someone else to take over the Jefferson County WVGenWeb site. Again if you are interested in this site please let me know. I received the following message this morning from a researcher and thought I would bring this to your attention as something to think about. ******** I have been using GenWeb lookups within the county sites for years. In the past year (it seems), many of the volunteers have given up, changed their email addresses, and disappeared. Many, many of my email requests are bouncing back. A suggestion: Have each web manager ask visitors who experience bounced-back emails forward them to the web manager. In this way they are flagged to be checked and possibly eliminated from the site.     3. I posted this message today on ABChat. If you are not subbed to ABChat you can follow the discussion by reading usgenweb-all in Rootsweb's threaded archives. The AB is asking for imput from the membership about this problem. **** The Project's by-laws assign certain duties to the AB. Article VI (Duties of the Advisory Board), Section 3, lists one of the AB's duties as: "advising and mediating, if necessary, any grievances or appeals."http://www.usgenweb.com/volunteers/bylaws.shtml Over the years, acting under this section of the by-laws the AB has heard grievances and rendered recommendations to the parties of a grievance. However, once the AB rendered its recommendations it has been up to the parties of the grievance whether or not to follow the AB's recommendations. The by-laws do not give the AB the authority to enforce its recommendations. This situation has resulted in frustration on both sides - the AB and the members. This AB was recently involved in a grievance filed by a CC against an SC over the delinking of the CC. The AB members hearing this grievance rendered a set of recommendation, one of which was for the SC to relink the CC. The SC declined to implement the recommendations, citing past precedent that an SC has the right to delink any CC they wish and there is no requirement for grievance recommendations to be implemented. The decision of the SC resulted in yet more grievances being filed and e-mails from members demanding that the AB "do something." The AB has discussed this situation in Exec (the place to discuss grievances) and after extensive discussion has decided to bring this issue of non-resolution of grievances to open discussion to try to find a workable solution to the problem.     1. [STATE-COORD] Call for volunteers - RAL AB Seat

    3. Mike St. Clair has resigned his seat as Representative-A- Large on the USGenWeb Project's Advisory Board. The by-laws call for the AB to appoint a replacement to serve until the next scheduled election (Aug 31, 2006). The AB is therefore issuing a call for anyone interested in volunteering for the Representative-At-Large seat. Volunteers will be accepted from March 5th through March 14th. Since the RAL seat represents all Project members the volunteers' names will be submitted to the membership via a Preference Poll to be held by the EC (approximately March 19th-29th). At the conclusion of the Poll the AB will appoint one of the volunteers to serve until Aug 31st. If you are interested in volunteering for this seat please send me a private e-mail (lhaasdav@cox.net) that includes your name, primary e-mail address and the position(s) you hold within the Project. Your name and the position(s) you hold will be posted on Board-L. Les Ever since Sept when I was seated as NC I've received e-mails from members asking questions about and/or pointing out errors or omissions in the current CC guidelines (http://www.usgenweb.com/volunteers/CCguidelines.shtml). As I found myself answering the same questions over and over it became apparent it was time the CC Guidelines were updated. Using the existing guidelines, the by-laws, the e-mails I've received and Rootsweb's policy I came up with a rough draft of a new set of CC guidelines. Since I believe it is important that the people affected by the guidelines should have a say so about what's in them, I'm asking for your comments, suggestions, corrections or questions. It's my personal opinion that by-laws need changing maybe once a decade -- less frequently if they're well writtento begin with. This conflicts with modern practice which is that By-Laws need to be "reviewed" annually. Thing there is, you review something you feel obliged to change it in some way.
