I have something to say to my fellow CC's and hope it will be received in the spirit in which it is intended. I have been with the WVGenWeb since 1997 and have served as (first) the assistant (then) webmaster for the USGenWeb for the past couple of years, so I've seen, heard and read a lot that goes on. I'm proud of to be a part of the WVGenWeb and counted as one of you. We act when called upon, re-act when necessary, pull together and help one another as a team and, best of all, we've got the finest State and Asst State Coordinators in the whole US of A. Good morning, This message is being sent to each State Coordinator and Assistant State Coordinator in the USGenWeb Project. It is also being sent to the Special Project managers who, while not being permitted to sponsor/co-sponsor the proposal, should be equally concerned. For several years it has been known and discussed that our bylaws provide for a huge discrepancy in voter representation. That is, the SC/ASC members as a group, now enjoy a 10 to 1 voter representation over the CC group. The simple numbers are that 22 SC/ASC members receive the same amount of Advisory Board representation as do 220 CC members. In an organization that has been deemed a grounds up organization and where the CCs have been acknowledged as the back bone of the organization, this is a profound disparity. To all of you I ask that you review the proposal to correct this disparity. I still need to hear from at least three more CCs at least so that I can then follow the proper procedure. But I worked a DAR By Laws Committee, which the chapter hadn't been updated in 40 years. According to Robert's Rule of Order, we read the old, followed by the new before the membership. And it was a required procedure for two separate meetings. Bored the membership to death! Took us 3 years to update the entire By Laws for the chapter. Ugh. . . Hi Julia, The proposal is an amendment to the USGenWeb Project bylaws. The question about this has to do with how it will be presented to the Project CCs for their approval. The options are covered in ARTICLE XVI. AMENDMENT TO BYLAWS with the applicable parts shown below. They have worked the past eighteen months preparing the amendment and now some are wanting to follow Section 5 below to rush this through the voting process as urgent instead of following the established bylaws and normal amendment procedure as listed in Sections 3 and 4. Section 3. The proposed amendment, with the sponsor's name and date of posting, shall remain posted for a period of at least thirty (30) days prior to the annual voting period of July 1-July 31. Any proposed amendment shall require a minimum of five (5) states as co-sponsors to command that it be placed on the ballot. State projects wishing to co-sponsor the amendment shall notify the Advisory Board and make an announcement on the USGenWeb-All Mailing List. Section 4. Voting on any proposed amendment to the bylaws shall be during the annual voting period of July 1-July 31 and a two-thirds (2/3) majority, of the members voting within that time frame, is required for the amendment to pass. Section 5. In the case of an urgent matter affecting the well-being of The USGenWeb Project, the Advisory Board may propose an amendment and disseminate it to the membership without the required co-sponsorship. In this case, the proposed amendment shall be posted to the national website and disseminated to the membership within two (2) business days. And my reason is - I have nothing to compare it to or compare it to an existing amendment law, or rule. Other organizations which I belong to - when update their by-laws, include both old and new so decisions can be made by voting members. It then easily reflects the changes. Or if it an entirely new idea - reasons for and reason some may oppose the issue. As well as the example - why the amendment is now of importance. Still in the dark, . . . sorry, Perhaps a link???
