    3. When I started as a volunteer in '98 with Brian Leveridge (sp?) - it was all free - and volunteerism. Why should another "business" charge $ for the work we've done - and offer it freely with the GenWeb. Of course - it more or less has become the same under Ancestry - our work is offered for $ there. I see my data on CDs that they charge $ for. I've deleted the message and offer. 3. Linda, I understand completely. I don't get paid, I don't want to get paid, and I don't want anyone else to get paid for what I do. If they want to get paid, they should do something besides bother people who volunteer their time to help other people. Of course, that's just my opinion. 1. [WVGEN] CC Guidelines
    2. Mike Peterson
    3. Below is the latest item up for discussion. If you have comments to this proposal, you can send them to either CC Rep on the AB or to me to forward to them. Les They are: Representative at Large Mike Peterson <mailto:usgwdp@cox.net>usgwdp@cox.net County Coordinator Representative Suzanne Shephard <mailto:syshephard@charter.net>syshephard@charter.net County Coordinator Representative Linda Blum-Barton <mailto:lab56@bellsouth.net>lab56@bellsouth.net Past discussions on Advisory Boards and in various mailing lists have demonstrated desires by some for the drafting of guidelines which would be more specific and clear than what presently exists in the guidelines and in the bylaws. The purpose of this introduction to the ABChat is to promote discussion to determine if there is a necessity and if so, the method of revision. Sincerely, Mike Peterson ----------------- CC Guidelines are located at http://www.usgenweb.org/volunteers/CCguidelines.shtml . Section IX of the Bylaws is as follows: "Section 1. All websites shall include prominent display of The USGenWeb Project logo on the home page. A state project logo may be required depending on the guidelines/standards in effect for that state. Section 2. Solicitation of funds for personal gain is inappropriate. This is defined as the direct appeal on the home page of any of the websites comprising The USGenWeb Project for funding to do research, to pay for server space, to do look-ups, etc. A website may, however, acknowledge any entities who may host their website (i.e., provide server space at no cost) or may include a link to a coordinator's personal page on which they offer research services for reimbursement. The acknowledgement may include a link to the hosting entity's website. A website may list research materials and/or services which may be for sale/hire, either by the coordinator, a genealogy society, or others. Such a listing shall not be on the main web page for the site, but may be linked from the main web page. It may be appropriate to include a disclaimer that the coordinator and The USGenWeb Project do not guarantee the contents of such research materials and/or the expertise of any professional researchers." Further there is this Section 5 of Article VI: "Section 5. The Advisory Board shall also have the responsibility to remove links from the national website, as appropriate, to websites which fail to meet the established guidelines/standards for The USGenWeb Project or to websites which display inappropriate content. Coordinators of any websites found to be in non-compliance shall be notified of such and shall be given a period of two (2) weeks in which to bring their website into compliance. The two-week time limit shall be flexible based on justifiable reasons presented by the website coordinator." Also there is this Section 2 of Article XII: "Section 2. The state website shall include direct links to the county pages, The USGenWeb Project national website, The USGenWeb Project Archives (Digital Library) at both their own state and the national levels, The USGenWeb Project's Guidelines/Standards for county websites (which includes a link to the Official Project Name/Logo page), The USGenWeb Project Copyright Information page, and the WorldGenWeb Project." and Section 7 of Article XII: "Section 7. The state project shall have the responsibility to remove any links to websites which fail to meet The USGenWeb Project/XXGenWeb Project established guidelines/standards. 3. Just got from Dick Eastman - [please circulate intact, please note that the Civil War pension as well as other military pension/bounty records are not microfilmed except for Revolutionary War, only the indexes were. - David Samuelsen] *Warning to all U.S. genealogists! *Two rules published in the Federal Register on Monday, February 26, 2007, relate to fees for reproductions of records at the U.S. National Archives and Records Administration (NARA). In the case of Civil War pension applications, the proposal is for a 338% increase! Page 8327 contains a proposed rule revising fees for reproductions to cover NARA's costs for providing copies. On page 8279 is an interim final rule removing fee schedule fees for the reproduction of records of other Federal agencies stored in NARA records centers. The proposals are written in the finest governmental "legalese" language. However, it is obvious that the proposal is to *INCREASE* all fees. No surprise there, right? Here is the list: Type of record Order form Proposed Fee Passenger arrival lists NATF Form 81 $25.00 Federal Census requests NATF Form 82 $25.00 Eastern Cherokee applications to the Court of Claims NATF Form 83 $25.00 Land entry records NATF Form 84 $40.00 Full pension file more than 75 years old (Civil War period). NATF Form 85 $125.00 (a 338% increase from the present fee of $37.00!) Full pension file more than 75 years old (non-Civil War) NATF Form 85 $60.00 Pension documents packet (selected records). NATF Form 85 $25.00 Bounty land warrant application files NATF Form 85 $25.00 Military service files more than 75 years old NATF Form 86 $25.00 Both rules are open for public comment until April 27, 2007. There's much more information available in the Federal Register. 1. [WVGEN] Announcement - Bylaw Amendment Proposal by KSGenWeb
    2. Scott Burow
    3. ******Please Forward to all Project Lists****** The KSGenWeb Project has proposed the following amendment to the USGenWeb Bylaws pursuant to Article XVI, Section 3, and has been posted to the USGenWeb Project national webpage at: http://www.usgenweb.org/volunteers/notice.shtml and is quoted in it's entirety here: In compliance with bylaw Article XVI, the KSGenWeb Project requests the following proposed amendment to the USGenWeb Bylaws be presented on the ballot during our annual voting period July 1, 2007 through July 31, 2007 for approval by The USGenWeb Project membership. Proposed Amendments to the USGenWeb Bylaws - February 20, 2007 The State Coordinators represent the smallest segment of the USGenWeb Project membership. Their members makeup approximately 5% of the membership but they are allocated over 25% of Advisory Board positions. The State Coordinators should not have a larger ratio of representation than the Special Projects and Local Coordinators on the Advisory Board. As the terms of the present positions for regional State Coordinator Representatives expire they will be replaced by the new positions of this proposal. Three (3) at-large representatives will replace three (3) State Coordinator Regional Representatives and one State Coordinator Representative elected by all State Coordinators will replace one (1) of the State Coordinator Regional Representative. With the above as reference the KSGenWeb Project is sponsoring the following amendment to the USGenWeb bylaws. Amend Article V. ARTICLE V. COMPOSITION OF ADVISORY BOARD which reads: "The Advisory Board membership shall consist of: the National Coordinator, four (4) State Coordinator Regional Representatives, eight (8) Local Coordinator Regional Representatives, one (1) Special Projects representative elected by members of the special projects, and one (1) at-large representative. All shall have voting privileges except the National Coordinator who shall vote only in the case of a tie. The regions from which State Coordinator and Local Coordinator Representatives are elected shall be decided by the Advisory Board on an annual basis." >From the above, strike three (3) State Coordinator Regional Representative positions from the four (4) present State Coordinator Regional Representative positions and replace with three (3) at-large representatives positions and one (1) State Coordinator Representative position. The amended article will read: ARTICLE V. COMPOSITION OF ADVISORY BOARD "The Advisory Board membership shall consist of: the National Coordinator and four (4) at-large Representatives, elected by all members of the USGenWeb Project, one (1) State Coordinator Representative, elected by State Coordinators, eight (8) Local Coordinator Regional Representatives, elected by Local Coordinators, one (1) Special Projects Representative elected by members of the Special Projects. All shall have voting privileges except the National Coordinator who shall vote only in the case of a tie. The regions from which Local Coordinator Representatives are elected shall be decided by the Advisory Board on an annual basis." As terms of State Coordinator Regional Representative positions expire they will be replaced with the positions of this amendment. The first two State Coordinator Regional Representative positions terms that expire will be replaced by the one (1) State Coordinator Representative to be elected by all State Coordinators and by one (1) at-large representative. The remaining two (2) State Coordinator Regional Representative positions, upon expiration of their term, will be replaced by two (2) at-large representatives." Any project wishing to co-sponsor this amendment should advise a member of the USGenWeb Project Advisory Board so that their name may be included as a co-sponsor. The proposed amendment shall remain posted to the national webpage until the annual election. Scott Burow National Coordinator USGenWeb Project
