There are varying interpretations of the bylaw language concerning the term 'prominently displayed.' The purpose of these guidelines is to provide the Local/County Coordinators with consolidated information to help them design and maintain their websites. . Section II lists those items, with references, which are required of the Local/County Coordinator to be in compliance with Project policy. Section III lists those items strongly recommended as "best practices" which will enhance the experience of visitors to the websites. 2. USGenWeb Project Terms: (CC) = County Coordinator. (SC) = State Coordinator. (LC) = Local Coordinator (rarely used). County Site = Applies equally to parish and township sites. Project = The USGenWeb Project. 3. All County Coordinators shall be subscribed to the XXGenWeb mailing list and each website shall have a direct link to the state project . 5. Area For Researcher's Queries (USGenWeb Bylaw Article XI, Section 3 - http://www.usgenweb.com/volunteers/bylaws.shtml ). County websites must include a means for a researcher to post a query. If the state does not have requirements, there are several options available. You may administrate a query page or message board system or provide a link to an existing message board related to your county. Queries are designed to be posted so others are able to make contact. Coordinators may generate their own query systems on their websites or use established systems such as rootsweb.com, genforum.com, ancestry.com, etc. Coordinators are not required to research the queries. 6. Removing Links of Sites Not Meeting Standards. State Coordinators have the responsibility to review county compliance with standards and to remove links for those failing to meet standards.     3. I will be out of contact until August 4, 2007 on a week of vacation. Mike Peterson will be acting NC in my absence and can reach me if needed. The advisory board will continue in exec session and on ABChat on the CC Guidelines. I urge all project members to provide input into these Guidelines remembering that they are not written to expand the authority of the AB or SC's, but to identify those items which are required under the by-laws, to provide definition and expectations, and to provide information that will guide new CC's to creating their first USGenWeb site. Those members who have been with the project for some time know what our users want to see. The recommendations in the guidelines are considered 'best practices' for webpages and should reflect the needs of our audience - the good people who use our sites for their research. The below proposal was motioned on BOARD but due to the number of changes suggested and the inability to efficiently manage those changes and approvals through the parliamentary procedures, the proposal is now posted here in USGENWEB-ALL (ABChat). I will now go through all the proposed changes that I have copies of and present rewrites here on ABChat. Before I do that though, there needs to be a better explanation of what the guidelines really are and their relationship to our Project Bylaws and an emphasis that outside of the Bylaw references, these are only guidelines/recommendations and not any mandated requirements for web sites. The more information a web site contains the greater consideration should be given to installing a search engine. They are a powerful tool for the visiting researcher providing it includes all the files and subsets of the website. There are several free search engines available and all of them have perfected easy ways of acquiring, installing, using, and enhancing. 4. County Resource Page and Lookups: Websites should provide some basic research help for its county. Suggestions are to provide a list of names, addresses and phone numbers for the county court clerk, library, and genealogical and/or historical societies. Also, provide a bibliography page showing the reference books available for their county. Lookups should be offered if you or your volunteers have received permission to do so from the book's author or publisher if the reference books you have available meet the copyright policies of The USGenWeb Project. 5. If you are not subscribed but would like to make any comments to those who are trying to reformat the motion that was made last week and then withdrawn, you can subscribe to the list by sending a request to usgenweb-all-request@rootsweb.com To post to that list then you will need to leave the -request out of the address. Some of you have made some very good comments and it would be great if you passed them on to the AB while they try to determine what to do with the motion on Proposed CC Guidelines.     3. I've been through that "fact-finding" with two groups in the past decade. The process of "fact-finding" isn't quite as easy as it sounds, and unless you've got some pro-bono legal advice it can get expensive very quickly. [wry] A financial manager ought to advise against spending that kind of money.[/wry] There are multiple sorts of not-for-profit status around, each state appears to have a state-level sort available, the IRS has one, the USPS has another (and those two do NOT necessarily overlap or even intersect) and I wouldn't be surprised to find some counties or large cities have one at that level. It just seems like a waste of time ... either now or later when someone has to tidy up the financial records of the USGenWeb so the Auditor will pass them. IRC that one needs to present 5 years worth of audited records to qualify for IRS NfP or 501(c)3 status. I would hope the "fact finding group" will also research the possibility of filing for non-profit without filing for 501(c3) which means there would be no need for a financial manager. Let's keep in mind that this is just a "fact finding group" who will present the Board with a list of the facts about non-profit that they've researched. Something as important as whether to file for non-profit and which level of non-profit should be a decision the entire membership gets to vote on, not just the "Advisory" Board.     3. Hi Linda and others interested, First there have been a few individual members who have tried year after year to get the USGenWeb Project to 501(c)3 status. I have long questioned their motives and yes I have heard all the arguments over the years. The primary one is that having that status would enable those large corporations with deep pockets to make tax deductible donations that could be used to buy anything from book to microfilms to you name it. Some of these same individuals are officers in the other groups that were formed when they became unhappy with not getting their way in the USGenWeb Project. (Some of these are again running for various offices in the USGenWeb Project. Apparently they have not gotten control of as much ______ as they want from the others.) Others will say that we need to raise funds for the various National Conferences that they want to attend to represent the USGenWeb Project and let the world know what we do and what we have available. Attending and promoting the Project is fine but some of the expenses that they are paying are flat outrageous. Some want to buy and maintain servers solely for the Project because they dislike Rootsweb or dislike Ancestry.com or both. The AB has already approved having the committee to investigate the various options. I sincerely hope that once it comes to the point of the AB trying to make a decision on what to do, that they hear from the many CCs who have quietly worked for years providing and promoting free genealogy. Linda I know that you have worked exceedingly hard and your county pages are among the very best in the USGenWeb Project. You are one of those that I have bragged on many times. I hate to see this brought up as much as you. My only hope and prayer is that there are enough reasonable thinking persons on the AB that they do not try to make such a change to the Project. Some of these are not listed on their official candidates pages but reading the postings from the archives of the USGENWEB-DISCUSS@rootsweb.com email list can provide more answers unless the archives for this list have been deleted by the Rootsweb Senior Advisors due to postings by some candidates and their supporters. I have saved 440 messages posted during the month of June 2007. Some of these I consider good postings from reasonable persons and other messages are downright scary with some things they say or threaten to do. I, for one, do not see the need for the many changes that some want to make for the Project. I may be old fashioned but I do not see making changes just for the sake of change. Under the formal procedures of USGENWEB and the Committee, the remaining members elected me Chairman. I am now, at their behest, seeking candidates to fill this At-Large position. To be eligible, you must be a member of the USGENWEB Project or any Special Project with at least one year's experience. If selected, your membership on this Committee will be for two years. The primary responsibility of the Committee is to identify, select, train and supervise mediators to settle grievance disputes. That is, the committee members will not mediate disputes themselves, but will select and manage those who do. A member should have an even disposition, an ability to listen to both sides of an argument, and a willingness to recommend solutions and instruct others. Interested parties should communicate directly to me at my e-mail address below, with their name, contact e-mail and a paragraph with their background. I will present any such candidate [more than one if we have more than one interested] to the Committee for consideration and selection.
