Would love to help you out on this but need you to double check several things. 1) There was no 513th Bomb Group, but there was a 513th Bomb Squadron, of the 376th Bomb Group. They didn't fly B-17's however but rather B-24 Liberators? 2) The Casablanca Coference was in January 1943 and not 1942.
