If you call the Department of VA Affairs at 800-827-1000, the folks there are extremely helpful. They gave me the address in which to write for my uncles medical records and he was killed in WWII. Call them first, because they told me that depending on the branch of the service, the last name of the individual and other factors, records are kept in different places. I was originally told that my Uncles records were destroyed, and it turns out that they are in Dayton, Ohio. It is very hard to get through on the phone, I spent a half hour re dialing. But, it was well worth my time. Be sure you have any needed information in front of you. His name Social Security # or Service #. These folks will also give you information on how to receive any lost medals and awards (This is a one time deal). Again, it is a very time consuming project, but well worth your time.
