To add to what JB has said. The Rawlins book, with a 1989 print date, has extant records of Bethany Baptist chapel(the only Baptist chapel listed) in Cardigan parish at the NLW. But, the material is described as 1.Account of services...1855-60, 1877-1905 plus other material. 2.Memoranda 1871-87 inc particulars of preachers, texts, proceedings. In other words, no obvious baptism records which is perhaps the basis of the NLW's response to Anne ? Rawlins does show some Independent records at the PRO, presumably the basis for the Phillimore entry.
