Paul, I checked the 1881 Census Index (previous census years have *not* been indexed) and failed to find your Charles (Everett) JENKINS b.ca. 1857 Cardiganshire, so presume he had already emigrated by that time. The only suggestion (and the most direct route for you) I can make with no parish/village to go on would be for you to order his birth certificate directly from the Superintendant Registrar's offices covering Cardiganshire. There are 3, so you could write to them one by one requesting they search using the parameters you've mentioned (ask for a couple of years either side of 1857). This will give you his native parish and the place his parents were living, as well as his mother's maiden name and you'll be able to proceed with your research from there.
