Bangor is in the CAE district. You would contact the Register Office in Bangor. You can email them, or phone. Have you had a look at the 1861 census for them? If you send for Williams Jones' birth cert from the Anglesey Records Office, if he were born in Anglesey, it will contain his mother's maiden name as well as address at time of his birth. You can then look for his parents marriage.
