Formally "Declaration of Intent to become a citizen", they are the ones with the good info. And that declaration was enough to get you the right to vote in WI at that time, so many folks didn't go beyond that step. Remember that women generally were not naturalized because we couldn't vote, and males who came as children couldn't file until they turned 21. These papers are likely to be at the Area Research Center at Polk Library, UW-Oshkosh, 800 Algoma Blvd., Oshkosh Wi 54901. See http://www.uwosh.edu/archives/natural.htm. About the cemetery: if the plot is marked "Ike Wilson" he owned it. There could indeed be burials with no stones. The Winnecone Historical Society Museum is at 611 W. Main, Winneconne WI. Ask them to check the Grossman scrapbooks.
