I'm not certain how extensive a cleaning up you are contemplating, but we have never had any problem with anyone in other cemeteries. We typically have always taken shears to edge around the gravestones of our family members. As long as you were not removing shrubbery, I would imagine the cemetery authority would appreciate any and all volunteer labor. Good luck, Denice Lucas
