Did you try contacting the state vital records office in Madison? I was not able to locate some documents (birth, marriage, death) at the county level but lo and behold! The State Vital Records dept. had copies (which would've been produced in the county with a copy sent to the state office). I've also had a friend tell me that a document they found at the State Vital Records office had "different" information than the same event document filed in the county. These weren't necessarily Sheboygan county but if it happened in nearby counties (Brown, Manitowoc, Fond du Lac in our cases) it could've happened with Sheboygan.
