Ken, Because they are minors there aren't many places their names would show up between censuses, even if they had parents. Perhaps they lived with another relative of their father's? An Aunt perhaps? Or maybe a relative of the mother? When he joined the navy did it give a next of Kin on his papers? Or perhaps a residence address. You may be able to cross reference that information with the address of who they was living with assuming they were together. I have a list of orphanages on my site.
