    3. Marcie - The county of Pima (Tucson) has a public fiduciary who takes care of a person's finances when they are no longer able to care for themselves and don't have family to do it. Perhaps this is what happened. My guess (and only a guess) is that the services were paid for by the court. When I have heard the term "under the auspices of" ....it usually refers to someone whose legal counsel is paid for by the court. Pro Bono lawyer if you will.
