Deborah I have to say that the early plat maps - circa 1900 show the roads as they existed at that time, but I have never thought about the road builders. I know there was a distinction from early on between state roads and local roads. And funding, even way back then was provided by the state (or split between state and county) for the state roads and county and local municipalities and townships were responsible for their roads.
