I can't help much, but do have a few Chinns I have gathered in my search for the families of Perry Wilson and Rachel Thomas, married 1804, Fayette Co., KY. One of her siblings married a Graves and following that line lead me to Chinns. One of the Chinns daughters was Elizabeth Perry Chinn, born 1834. My recollection of Fayette Co. court records is that a Chinn was administrator of a Wilson estate. Although I have no Tarpley in my records, that name is very familiar.
