You may already know the following, but just in case..... There are several WILLIAMSes in the 1802/1803 Jackson Co., Tenn. Tax List, including 2 Johns and one William, all in different districts. Also a Joseph, Lewis, Nathan, Sampson, and Thomas. The 1820 U.S. Census of Jackson Co. shows a John Williams age 45 & up, a William Williams age 25-45, plus a James and a Sampson. There also is a Birain STACY (probably Brian) 25-45, and John Stacy 25-45. Have you looked at the 1840 & 1850 censuses for these people?
