I notice that New Jersey isn't in this list. My Willcocks family came to New Jersey in 1734 and is there to this day, producing many descendants who were there in 1790. Why aren't they accounted for ?

I don't know. The book only included the states of: ME; NH, VT, MA, RI, CT, NY, PA, MD, VA, NC, SC. Georgia wasn't included because its 1790 census has been lost.
