I lost track of the start of this string, but you may need to look beyond state records for those serving in the Civil War. My g-g-grandfather, according to his obituary, lived in Oswego, NY his entire life - but he served in a Wisconsin outfit during the Civil War and gave a Wisconsin town as his home when he enlisted. It looks as though a brother did the same thing, so I'm guessing they may have gone to WI to live with a relative after their father died.
