Carol, You may try Vilas County for your grandmother's birth certificate. My grandfather was born in 1890, and I found his in Dane County, his county of birth. It was listed as a delayed certificate, however, and was probably filed when he planned to apply for social security. I know that doesn't apply to your grandmother though as it was in the 1940's. If you can't find it at the county level, try the state capital. I would try Clark County for his naturalization papers. Good luck!
