City of La Crosse FRED HOWLY, saloon-keeper, was born in Luxemburg, Germany, in 1851; son of Charles Howley, came to America in 1868, and lived in Dubuque, Iowa, two years, and came to La Crosse in 1872. He has been in his present business since 1878. Has two children, Fritz and Charlie. He was married in Vernon Co., Wis., in 1878, to Miss Lizzie Mehr.
