John, even if people were required to bring their birth certificates with them, the certificates would be their own property, and would not have been turned over to a government agency such as a county records office. PS I did find earlier on this year, Vaclav (great grandpa's) naturalization papers located in Richland County (if I remember correctly), and not in Muscoda where he lived with his family, so maybe the records would be kept there, since the county courthouse, from Muscoda's perspective, was so far away in Lancaster and still is...........soooooooooo.
