I received a request today, from an historian/writer in Germany. The county of Cochem, on the river Mosel in Germany ANNUALLY publishes a book dealing with the history of the Cochem area. [NEAT IDEA] The main theme for their 2002 book, will be "The migration from Cochem-area to North America in the nineteenth century". The vast majority of those immigrants from Co. Cochem are found in Mt. Calvary, Fond du Lac Co and other parts of "The Holyland" (St. Anna, St. Cloud, St. Nazianz, Marytown, Johnsburg, Jericho, St. Joe, Calvary, St. Peter, and even Elkhart Lake and Kiel and New Holstein) and that is why I was contacted. The author wants to document some of this migration. If your ancestors can be traced to the following 18 townships (part of the Verbandsgemeinde Kaisersesch /county community) all part of the Eifel region of the Rhineland, in Germany: Kaisersesch, Laubach, Leienkaul, Muellenbach, Masburg, Hauroth, Eppenberg, Kalenborn, Urmersbach, Dungenheim, Eulgem, Hambuch, Zettingen, Gamlen, Kaifenheim, Brachtendorf, Illerich, Landkern - we'd like to hear from you.. Here is the first step to take. Be sure to put biography's of your early ancestors on the appropriate county website! They will be used as a resource for this history, if they are from this area. If you have family stories about the early emmigration, let me know. I will tell you how to contact this historian. My hope is that all of you genealogists out there can supply some great family histories. I hope to concentrate on searching for general histories on the life and times of the immigrants of that era in that location. This was done without any input or knowledge by Ohio CC's and as soon as they were aware of it and put up a protest on their mail list, the page was corrected which is when the motion was withdrawn. --- sorry, guys but putting this up as a "threat to remove a State Project" ???? [I can be real explicit about the events there because I am an Ohio CC]. At no time was NeGenWeb threatened with delinking. A motion was made and passed regarding pages being out of compliance and not in good standing for flying the illegal blackened logo, no mention or threat of delinking. The balance of the statements in that section of the intro are just as skewed and anyone who wants to may write me and I will discuss those points, I'm just not gonna spend everybodies time on them. Into the amendment itself.... basically what it does is change USGenWeb into 50 XXGenWeb state projects... oooops, 51 counting DC... with a national page linking to them all. A national webmaster is to be elected (the Board etc is GONE) ... a webmaster who can not change anything on the pages without a vote, not even correct a link if a site moves, technically, the way it is written the webmaster can't even change a typo without a vote although that may be *winked at*. The Special projects are reorganized in the same manner with national webmasters but again, they are operated and controlled at the state level, the present ones are done away with, split up amongst the states. So each and every state would now have the responsibility (burden?) of maintaining and managing any and all Special Projects --- Archives, Census, Tombstone, Maps, Pensions whatever. Is Wisconsin ready to do that? Maybe.... Wisconsin is fortunate to already have a good representation in the national level ones and maybe Wisconsin could and would be able to do this. But think of the researcher, think of other states where you yourself are researching, what if they can't or don't want to? Two very different issues <grin> I'm not going to insert the amendments themselves. I have absolutely no problem with the principle of recalling Board Members. I do have several problems with this amendment as it tacks in a few other items as well. Firstly, I don't think it is the business of a Recall Amendment to force the board to have a secretary. This portion could just as easily read that submission of petitions would be to the Board Secretary or if there was no Secretary, to <insert any specific Board Member such as the NC or their Regional representatives or whatever>. Although extremely detailed in other portions, there is no mechanism for what consitutes verification of the signers of a petition. The burden of counting signatures is left to the Board Secretary... why should it not be that the recall petition can ONLY be sent with the required number of verified signatures? The burden of the preliminary verification should be on the organizers of the petition, not to say that they shouldn't be verified after receipt. Secondly, the causes for recall are both vague and restricted... I know that sounds like a contradiction. The amendment states: "Reasons for recall are to be limited to: violation of bylaws, improper handling of information or legal/ethical violations." As we have all seen the bylaws are wide open to interpretation on several issues and points so whose judgement is it that a bylaw has been violated? What constitutes improper handling of information? *Improper* is a rather subjective judgement. What are legal and ethical violations? Especially the latter --- ethical I also have serious problems with voting simultaneously to recall someone and replacing them with someone else. Sounds efficient but it makes for a great waste of time and energy by potential replacements if the recall fails and confusing to the voters to try to decide both at the same time. Okay, so now I picked at the wording.... what's my opinion of this from my spot sitting in the thick of the mess? .... this is being set up as one more way to badger and bury the Board anytime some people don't get their way. We (the board) are all volunteers with county or other sites, personal lives etc... we are buried in frivolous grievances (yes some grievances have validity and many are resolved or dealt with on the regional level without having to stir the whole country up)... now we can be buried in recall petitions as well, hamstrung until they are resolved. As I said initially, I don't have any problem with the principle of recall (can I volunteer for recall???) ... it is this amendments wording and procedure I have serious problems with. CC (or Co-CC) will be accorded one vote, regardless of how many counties he or she sponsors. On Monday night, when I got to a good stopping point for the evening, I thought I'd take a quick look ahead to see how many more pages I had to transcribe in this particular chapter. It being 3:15 AM, I didn't want to spend much more time doing so. About 6 pages over from where I was at the time, my eyes fell upon an entry for a Mr. Silas L CARPENTER. Now I've that surname in my family tree, but I didn't give it a second thought as my family is in central New York State. But glancing down the bio on him just a couple more lines I was thunderstruck - for there appeared the names of his parents - Halsey and Sarah (Vannetter) CARPENTER - my great, great, great grandparents! Reading further, (bedtime forgotten), it stated that Silas had come to Wisconsin as a young man of 17 WITH his parents. I was dumbfounded. Here I'd been looking for them in central New York, after their daughter, Martha Rachel CARPENTER had married my great, great grandfather in Madison County, NY in 1849. Late last year, I'd found another sibling of Rachel's from a CARPENTER journal's listing of a cemetery in Herkimer County, NY. So I did some research there but found nothing more to date. As State Coordinator, I am putting this proposed amendment to the USGenWeb bylaws to a vote of the WI County coordinators. In order for an amendment to appear on the USGenWeb ballot in July, 5 states must sponsor it. Maryland submitted it and it is being put to a vote in several other states. You are being asked to vote for or against placing a proposed amendment on the ballot for the USGenWeb general election in July 2000. Voting *for* placing the amendment on the ballot does not imply that you necessarily favor the amendment, just that you would like to see it put to a vote of the USGenWeb membership.
