Whitney in Cleveland's First Administration Source: History of the United States from the Compromise of 1850. by James Ford Rhodes. p.439 During Cleveland's first administration, Congress authorised: Six protected cruisers. One of these was the Olympia of almost 6000 tons, 21-1/2 knots, 17,000 horsepower (the Boston had 4,000) a bunker capacity of 1000 tons, (the Boston had 500), four 8 inch and ten 5-inch rapid-fire guns, and six torpedo tubes; the contract price was $1,796,000 (the Boston's was $619,000). Two of these six cruisers were built at navy-yards, the first of the new vessels to be so constructed. Three unprotected cruisers. Four gunboats and a naval cruise practice ship which was not a success. A dynamite cruiser, the Vesuvius, which was not a success. A torpedo boat. The completion of five double- turretted monitors begun years before and abandoned. A coast-defence vessel, p.440 really another monitor. This was the Monterey, which went to Manilla during the Spanish War. Two second-class battleships, the Maine and the Texas, which, with the Monterey were the first armored ships authorized. They were built at Navy- yards, and were of about 6000 tons, 18 knots and 9000 horsepower. footnote: Steam and sails or steam only for the new navy was a much debated question throughout 1881-1897. The result of the discussion was that all the protected cruisers but two, and all of the gunboats but two, had sails and the armored ships military masts only. Whitney was Secretary of the Navy during Cleveland's First Administration. The Maine carried four 10-inch and six 6-inch guns, the Texas two 12 inch and six 6-inch guns. Both had torpedo tubes. An armored cruiser, the New York. She had a displacement of over 8.000 tons, a speed of 21 knots, 17,000 horsepower, a bunker capacity of 1,300 tons, six 8-inch and twelve 4-inch rapid fire guns. She was a commerce-destroyer but able also to fight. An armored ram. The variety of this list shows that the authorities here as elsewhere were experi- menting. WHITNEY. Whitney made an admirable Secretary. When he took office it was not possible to obtain from American manufacturers steel forgings for heavy guns, armor, second- ary batteries, torpedoes, or powder for high-power guns. The plans of the Texas were those of an Englishman. Whitney bent his energies to reforming these conditions and with the four years of his control the manufacture of all things necessary for the new Navy was accomplished or at least assured, and the country made independent of foreign supply. Delays in filling armor contracts remained for some years after this, also there was trouble over the powder supply. Whitney established the great naval ordnance plant at Washington. His successor, Secretary Benjamin T. Tracy, carried on an equally energetic policy. The most notable feature of the naval administration under Harrison was the con- struction of the first - first-class battleships. Four of these wer authorized: The Oregon, Massachusetts, Indiana and Iowa. They were given the heaviest armor then made and were classed as "sea going coast-line battleships," but the Oregon put an unexpected emphasis on the first two words. The first three of these battleships were authorized on June 30, 1890. They were of over 10,000 tons dis- placement, had a speed of about 16 knots, 10,000 horsepower, 1600 tons bunker capacity, four 13-inch, eight 8-inch, and four 6-inch guns and torpedo tubes. The Iowa was authorized two years later, and was heavier than the earlier ones, but had 12-inch guns, as it was thought then that these were better than 13-inch ones. In the experimenting that was still going on, two super-commerce-destroyers were ordered in 1890 and 1891. The Columbia and Minneapolis were only protected cruis- ers of 7000 tons displacement but had triple screws, a speed of 23 knots and a normal coal supply of 750 tons, which was double that of the other protected cruisers and equal to the New York's. Their ordnance was one 8-inch, two 6-inch, and eight 4-inch rapid fire guns. They were not intended for fighting if they could run away. No other vessels of this class were constructed; naval opinion was crystallizing in favor of battleships and torpedo-boats. An armored cruiser of the New York class, a torpedo-boat, three gunboats and a submarine completed the warships ordered by Harrison's congresses. Whitney/Springfield Rolling Block Rifle - caliber .43 Spanish centerfire At first glance, this may look like a Springfield Model 1870 U.S. Navy rifle, but, it has a three band, 34-inch barrel, chambered for the caliber .43 Spanish centerfire cartridge. It is actually a parts gun made for export by the Whitney Arms Company. The Whitney Arms Company made their own variation of a rolling block action, which was the subject of patent disputes between Whitney and Remington. They were also known for buying surplus parts from Springfield Armory, Remington, and other companies, and making up guns for export. Other than the usual markings on the Springfield receiver, the only other marking is a 43 on the top of the barrel, near the breech witness mark.     3. Thanks for pointing this out. After receiving your message, I looked on a Vermont map that emphasizes only skiing areas and sure enough, Sherburne is part of the Killington ski resort.     3. Karl, I read you accounts on the web about the Whitney Arms Company. I have a Rolling Block that one gun expert said was made or assembled from used parts by Whitney. With no marks they said it was not Remmington. It was originally issued to a national guard serviceman in Boston Mass. in 1892 and was handed down through the family.     3. With regards to Carolyn's info on Vermont towns: West Randolph Vermont IS Randolph Vermont (zip 05060) in Orange County. I was born there in '45. The story I heard was that when the railroad (what I knew as the Central Vermont Railroad) was built through West Randolph (when?) the village of West Randolph grew and decided it deserved to be called Randolph. (Randolph Center had once been considered as a possible location for the state capital. That idea died when the railroad took the obvious low road.) Randolph is actually on Route 12. Route 12A starts in Randolph and gives a parallel route to Northfield (home of Norwich University). North, South, and East Randolph are on Route 14. I-89 was built (more or less along the ridge line) to pass between Randolph and Randolph Center, closer to "the Center" than to Randolph. During the mid 20th century and earlier, industry in Randolph included Ethan Allen furniture manufacturing and a company owned by the Brigham family (I forget the actual name) that made colored cellophane-gelatin filters for the movie industry. A Google search picks up Sherburne VT in Rutland County on Route 100. According to this book, he was born in 1777 in Lincoln, MA. He appears on the census information (via WRG website) as living in Union ME in 1810 and moved to Warren in 1819. He married Lydia Russell and resided near Mt. Pleasant. Died Nov, 6 (according to the book) or 7 (according to headstone) 1851. His children: John (2nd)m. Jane Kiff resided in Centreville, RI James b. Sept 1, 1813; m Belinda S (Orff)Day Feb 22, 1852 resided Northeast Warren Russell, b. Jan. 1816; m. Henrietta L. McKellar of Camden Sept. 26, 1852 and d. Nov 22, 1859 James' child: Lavinia E. b. March 20, 1855 in Warren Russell's children: Lydia J. b. Nov and d. Dec 1853; Alden R. b Feb 14, 1855 Today I photographed the head stone for John Whitney, one I suspect belongs to his wife Lydia (no information, just a marker), his son Russell and Russell's infant daughter. The other members of the family aren't buried in this cemetery or they are unlisted and unmarked. There was a veteran's marker for John Whitney. I also found a headstone for John Willard Whitney and the markers for his parents John F. and Jane B. He died June 22, 1868 at 30 yrs and 1 mo. The Annals of Warren, ME do not mention any of them and I so far haven't located their homes on the 1851 map of the town that came with the book. These people aren't related to me and my interest is that they lived not very far from me. I have pictures of the stones and a copy of an old map from 1851 where Mrs. Russell and John Whitneys' houses were if this is of interest to anyone. I'm curious to know more about them and so far, haven't found much information - I've yet to go to our historical society as they keep archaic hours - if any. I've tried searching through the WGR website and find no mention of these Whitneys other than John in the 1810, 1830, 1840 Census information. The Lincoln, MA vital records that are on the website as well has no listing for John Whitney being born in 1777. However, in the Kansas City, Ks area there is a major street called "Parallel Parkway" through old sections of the area. Possibly, there was a town in the area by that name which no longer exists. Onawa, Kansas -- There is a town "Onaga"; also county "Ottawa". I don't find Onawa. Parallel, Kansas -- Can find no Parallel, Ks in my Hammond Atlas which shows more of the cities than most maps. However, in the Kansas City, Ks area there is a major street called "Parallel Parkway" through old sections of the area. Possibly, there was a town in the area by that name which no longer exists. Sedgewick, Kansas -- There is a town "Sedgwick" in Harvey County; also, the county immediately south of Harvey County is Sedgwick County. Note the spelling: Sedgwick. Hope this is of some help. If this Philadelphia doesn't refer to the city, then a likely candidate is tiny Philadelphia, New York, in Jefferson County, near Watertown, N.Y. and Kingston, Ont. It's only 90 mi. west of Vermont. COLOMA, IL is in Whiteside County, Illinois...and lies a little south of the Sterling & Rock Falls area. These two towns are often mistaken for each other and often transcription errors due to handwriting between the 'M' and 'N'. Onawa, Kansas -- There is a town "Onaga"; also county "Ottawa". I don't find Onawa. Parallel, Kansas -- Can find no Parallel, Ks in my Hammond Atlas which shows more of the cities than most maps. However, in the Kansas City, Ks area there is a major street called "Parallel Parkway" through old sections of the area. Possibly, there was a town in the area by that name which no longer exists. Sedgewick, Kansas -- There is a town "Sedgwick" in Harvey County; also, the county immediately south of Harvey County is Sedgwick County. Note the spelling: Sedgwick. Hope this is of some help.
