    2. The short answer is no. Each county has one of these genealogical centres and each has been computerizing parish records for the past ten years or so (some faster than others). But at present they're only for use by the centres as I understand it; in fact, even if you visit them you aren't permitted access. The only option is to pay them the going rate and they'll do the research from the data base. Of course you can do as I've done (in addition to employing them) and go to the National Library in Dublin and examine the parish records for free (and with excellent assistance from a staff genealogist).
