There is an article in the American Astrology Magazine, June issue regarding Pennsylvania birth times by Amanda Owens. PA hospitals prior to 4/12/1971 did not record birth times in local time prior to this date but as Eastern time. This includes daylight and war time. After that date some hospitals used local times other did not. Montgomery CO used standard time all year around until early 1950's. Her email is avowen@aol.com if you need her address email me.
