This means that the car was originally bought in Somerset, but the car would normally have kept the same registration, wherever it went in the UK until it was scrapped. In Somerset the plates used to be issued by the County Council. For many years the service has been centralised at the Driver and Vehicle Licensing Agency (DVLA) in Wales. People can also buy novelty plates from the DVLA, e.g. a magician has bought the number MAG 1 C.
