Early History page 68 Town of Salisbury Fifth Term : JAMES NOBLE , Judge . Nothing of interest done . Robert Harvey , afterwards of Hendricks & ABSALOM WILLIAMS of Wayne County were the last survivors of the grand jury . Town of Salisbury The second term of the court .having criminal & civil jurisdiction was held at Salisbury 6-15-1813 - James Scott judge . Four criminal & five civil cases were on the dockett though for some reason it was not shown that any buisness was transacted . JAMES NOBLE 's name was on the docket . In November 1810 the northern part of Dearborn was formed into two new counties - Franklin & Wayne . By this record it appears first court was held 2-25-1811 . JAMES NOBLE [ afterward one of the first U. S. senators from Indiana ] appeared as prosecuting attourney . So I see from this entry that Franklin & Wayne were formed from the northern part of Dearborn . I thought Franklin county was formed first . After War 0f 1812 Joseph Cox studied law with JAMES NOBLE , then one of the U. S. senators from Indiana
