Early History of Wayne county chapter 5 page 64 BY this record it appears that the first court was held 2-25-1811 at the home of Richard Rue . The court first proceeded to divide the county into 2 townships and appoint constables , overseeres of the poor , ect . The first session lasted but one day . The second meeting was on 3-11 1811 , when a grand jury was impaneled for the first time . The persons composing it were ; JOHN BEARD ISAAC WILLIAMS ect BAIRD --> ? BEARD -- [ have seen some typos already ] listed --> PATRICK BAIRD & JOHN BEARD Early History Wayne County page 77 In December 1815 the territorial delegate [ Mr jennings ] presented a memorial to Congress , asking that an election be ordered for a Constitutional Convention . An election was held on 5-13-1816 & 4 members of the convention were elected from Wayne County , viz : PATRICK BAIRD . [ Evidently he was anti-slavery ] On the first Monday in August 1816 a general election was held for State & county Officers . PATRICK BAIRD was elected state senator & Major JAMES BROWN was elected Representative . BROWN died before he took his seat & Joseph Holman was chosen to fill the vacant place . THOMAS BEARD was elected as commisioner . They appointed JOHN BEARD as treasurer .
