James and Mahala both age 35 and both born Kentucky. Also Millie is likely the nickname for Permelia shown as age 13. Possible siblings in 1850 Samuel w. , 9, Van J. 7, Mary E. 5, James J 3, Charles H, 1. This family is in Ross Twp Vermilion by 1860 and has additional children David age 9, Elias age 7, George 4, and John age2. James and Mahala are still there in 1870. In 1880 James is married to a Rebecca. ANcestry shows a marriage of James G Waugh to a Rebecca Wigginbothan in 1876 in Warren County Indiana. By 1880 Millie and George have 10 children. James G Waugh (indexed as Wough) is in the 1840 Boone County Indiana census as head of household : James 30<40 age, female under 5, and female 20<30. There are other Waugh households on the same census page: Paul H. Waugh 30<40 with family Jacob Waugh age 70 <80 , 1 male 15<20, female 30<40 On another page is another Jacob 30<40 yrs with family.
