    1. [WATTS-L] Report of Expert Panel finally read by John Manley
    2. Gordon A. WATTS
    3. Greetings All. Yesterday, Friday, I received a return telephone call from Paula Brennan, an Assistant to Industry Minister John Manley. She was able to confirm for me that Mr. Manley has at last viewed the Report of the Expert Panel on Access to Historic Census. She stated that he was currently reviewing the Report but was unable to state when it would be made available to the Public. I also received a telephone call from Dr. Pamela White, Secretariat of the Expert Panel who also advised that Mr. Manley was currently reviewing the Report of the Expert Panel. Ms. White indicated that the Report would be posted on the Statistics Canada website as soon as it was made available by Mr. Manley. Just a reminder that the final hour of debate on Jason Kenney's Motion M-160 will take place on Wednesday 20 September, two days after Parliament re-convenes. For those who view House activities on CPAC the debate should take place about 6:30 PM Eastern Standard Time. Motion M-160 states: "That, in the opinion of this House, the government should take all necessary steps to release the 1911 census records once they have been deposited in the National Archives in 2003." Motion M-160 has been deemed "votable" and, so far as I am aware it will be a "free" vote, i.e. Party leaders do not dictate how their members should (or must) vote. That vote should be recorded in Hansard and will give us an indication of how those MPs who have not bothered to respond to our letters and email might vote on a Bill to allow access to Historic Census. Once the recorded vote in Hansard is viewable on-line I will be very busy updating the MP Scoreboard on the Post 1901 Census Project website. Happy Hunting Gordon A. 1. [WATTS-L] Environics Research Omnibus Survey re: Post 1901 Census
    2. Gordon A. WATTS
    3. Greetings All. At last. The long awaited Report of the Environics Research Omnibus Surveys on Public Attitudes relating to access to Post 1901 Census has been posted on the Statistics Canada website. It is an Adobe PDF file that downloads when you access the link. You require the Adobe Acrobat reader to view the document. It is 27 pages long and you will probably want to print it out for easy reading. Go to http://www.statcan.ca/english/census96/interm.htm and click on the link labelled "Report on Public Attitudes". This downloads the English language version. The document in French is accessed by first accessing the French side of the Statistics Canada website. We have not yet seen the Report of the Expert Panel. In speaking today with yet another Assistant to John Manley I sensed some uncertainty about what she was telling me. She thought that Mr. Manley was currently conducting meetings relating to the Report of the Expert Panel but could not say with any certainty that such was the case. She indicated that she would check and get back to me. Rest assured I will let everyone know as soon as I find out anything. In the meantime I would encourage everyone to continue with writing letters. Please let us know of any responses you get. I am off to read the Environics Research report. Happy Hunting. Gordon A. 1. [WATTS-L] Response to ATI Request
    2. Gordon A. WATTS
    3. Greetings All. Just a quick note to let you know that I have received a response to my Access to Information Request relating to the Report of the Expert Panel on Access to Historic Census, and the Report of the Environics Research Omnibus surveys relating to Historic Census. My request, sent 14 August 2000, was received by the ATI Officer for Industry Canada 21 August 2000. The response dated 22 August 2000 stated that "every effort will be made to complete it as soon as possible." Under the terms of the Access to Information Act I should have a response to my request within 30 days. We will, however, have to wait and see. To my knowledge John Manley has yet to view the Report of the Expert Panel. I have recently made many changes to the Post 1901 Census Project website. Most pages have been updated and will continue to be updated as I have new information to add. Please visit at http://www.globalgenealogy.com/census New links on the "Other Sites" page include those to several submissions made to the Expert Panel on Access to Historic Census. These include those of Statistics Canada head Ivan Fellegi, National Archivist Ian Wilson, and Privacy Commissioner Bruce Phillips. Other new links take you to Bills and Motions of the House of Commons and the Senate that relate to Post 1901 Census. If you have a webpage having information and/or links relating to Post 1901 Census and would like a reciprocal link please contact me. Happy Hunting. Gordon A. 1. [WATTS-L] Cabinet Shuffle and Release of Report of Expert Panel on Access to Historic Census
    2. Gordon A. WATTS
    3. Greetings All. My thanks to Wayne Cook for bringing to our attention the Toronto Star report of a pending Cabinet Shuffle. FYI the following email has just been sent to John Manley, currently Industry Minister. Happy Hunting. Gordon =========================== 19 August 2000 The Honourable John Manley, PC, MP, Minister for Industry House of Commons, Parliament Buildings OTTAWA, Ontario, K1A 0A6 Dear Mr. Manley. The Toronto Star of 19 August 2000 headlined an article reporting the possibility of a Cabinet shuffle as early as the day following Labour Day. Among the positions listed, of those who could be moved, was your own name as Industry Minister. Mr. Manley, the possibility of you no longer being Industry Minister increases dramatically the urgency of the release to the Public of the Report of the Expert Panel on Historic Census. On behalf of the many thousands of Canadian citizens who, without access to Post 1901 Census records, may never be able to determine their ancestral origins, I again urge the immediate release of this report. Do not throw away the time and use of Public funds spent in the commission of this report by having it die with your removal as Industry Minister. Your immediate and personal response is respectfully requested. Thank you. Sincerely Gordon A. WATTS [email protected] Canada Census Committee =========================== Gordon A. 1. [WATTS-L] Report of Expert Panel and John Manley
    2. Gordon A. WATTS
    3. Greetings All. Thousands, perhaps millions of Canadians have been waiting for Industry Minister John Manley to release of the Report of the Expert Panel on Access to Historic Census. On Friday last, while speaking to an Assistant to John Manley, I was advised that although the Report of the Expert Panel was received by Mr. Manley's office 30 June 2000, as of 12 August 2000 Mr. Manley had yet to view the report. Copied below is an email I sent to Mr. Manley. Mr. Manley might appreciate some additional reading material. I would suggest everyone reading this send a letter or email to Mr. Manley requesting the immediate release to the Public of the Report of the Expert Panel on Access to Historic Census. The snail mail address is on the letter below. His email addresses are [email protected] and [email protected] . Happy Hunting. Gordon A. As one of the estimated 7.5 million Canadians who are actively pursuing the avocation of genealogy I have been awaiting release to the Public of the Report of the Expert Panel on Access to Historic Census. This report, originally due 31 May 2000, was delayed until the end of June. I am advised that although this Report was presented to your office on 30 June 2000, you have yet to view it. Mr. Manley, this Report is of vital interest to those of us that seek our ancestry, our heritage. Canada's first decade of the Twentieth Century had the greatest influx of immigrants in it's history. Public access to Historic Census for purposes of genealogical research, is allowed under Regulations attached to the Privacy Act. Without this access, millions of Canadians will be unable to determine their family origins. This would be a tragedy beyond compare. I would respectfully request, Sir, that you immediately view the Report of the Expert Panel on Access to Historic Census and allow the release of same to the Public. Thank you. Sincerely Gordon A. I originally ordered this because I seemed to be related to every other WATTS in Navarro County,Texas. I have not been able to establish a family connection. He lived in Purdon, Navarro Co., Texas and was a Baptist minister before and after the War. His service affadavit is signed by A.S. Robertson of Potter Co. , Texas.A.S. Robertson apparently was his direct reporting officer before J.A. WATTS was wounded and spent the duration of the war in the hospital. I have been trying for years to find out who her parents were. I have a article that mentions her father as fighting in Rev. War and he and her uncle escaping the Indians at one time during the war. Her grandfather was killed during the Rev. War. I think this might have been the James Watts at Fort Freeland. Jack Sossoman [email protected]
