I am interested to find anyone whom knows about or is related to this particular WATTS family. Silas was born in Mason County, Virginia (WV) in 1825, lived in Boone County, West Virginia for abt 30 years then moved on to Fulton County, Illinois then his descendants moved to Franklin County, Illinois. Most of the information here-in has been verified by several original sources (marriage certificates, census records, birth and death records, photographs, tombstones, etc.). I am looking for any of Silas' brothers/ sisters and parents. His father is from Ireland and mother from Ohio. He may have brothers by the name of Nicholas, Daniel, or John. Daniel and John show up in Boone County in 1847 and 1860 respectively, Nicholas was in Bryant County, Illinois in abt 1838. Greetings all. Industry Minister Brian Tobin released the following announcement for the Press at the same time the Report of the Expert Panel on Access to Historic Census Records was released. Please read it carefully. This reads to me like further delays in seeing a government Bill to allow public access to Historic Census Records. Mr. Tobin used phrases that are suspiciously similar to those used by Statistics Canada in the earlier part of our campaign. As we directed many email and letters to former Industry Minister John Manley it would appear that we must now concentrate on convincing Mr. Tobin of our desire for immediate action rather than months, or possibly years, of further delays. Mr. Tobin's email addresses are [email protected] and [email protected] . Please make Mr. Tobin feel welcomed in his new portfolio as Industry Minister and Minister responsible for Statistics Canada. Happy Hunting. Gordon A. In releasing the report, Mr. Tobin conveyed the government's appreciation to the members of the Expert Panel for their work and for the time and effort they invested in this important matter. The Minister indicated that the issues at stake are complex and far reaching. The government is committed to protecting the privacy rights of Canadians who were given an assurance of confidentiality at the time they completed the 1911 Census while, at the same time, the government must consider the legitimate needs of genealogists and others for access to historical census records. In light of these concerns the Minister indicated that further broad based consultation with all Canadians is needed. This consultation will take place as part of the already announced administrative and legislative review of the Access to Information and the Privacy Acts. The government's primary reason for undertaking additional consultation is to ensure that, if access to historical census records is provided, this is done in a manner that respects the government's deep commitment to privacy. To find out more about the report from the Expert Panel on Access to Historical Census Records, please visit the web site at www.statcan.ca. For further information, please contact Heidi Bonnell, Press Secretary, Office of the Minister of Industry at (613) 995-9001.
Greetings All. The long awaited report of the Expert Panel on Access to Historic Census Records has finally been published on the Statistics Canada website. It can be viewed at http://www.statcan.ca/english/census96/finalrep.htm . The following two paragraphs extracted from it give an indication of the input received from the many listers concerned with obtaining public access to Historic Census records. "The Expert Panel held five working meetings during which time a number of sessions were held with specific persons or groups (see Annex A). Two telephone conferences were held with provincial genealogical associations. The Panel Chair and Dr. Gaffield also had the opportunity to meet with the Chief Statistician of Australia who made time available during his scheduled visit to Ottawa in February 2000. Over 2,500 letters, faxes and e-mails were sent to the Minister responsible for Statistics Canada, the Chief Statistician and numerous Members of Parliament prior to the announcement of the Expert Panel. These were made available to the Panel members. During the seven month duration of the Panel, a further 1,055 letters were received from Canadians active in genealogical societies. The Panel received 95 submissions from historical, archival and genealogical associations as well as other interested Canadians." As expected from a few leaks about it's content, the Report recommends allowing public access to all Census records 92 years after collection. It is a very interesting read. On behalf of the Canada Census Committee I wish to extend thanks to all who have participated in the campaign to gain public access to Historic Census records. The battle is not over by any means, but the release of the Report of the Expert Panel is another step towards our goal. I urge all readers to continue writing letters and email to their MPs, sign petitions, and keep up the efforts to inform others about the problem regarding public access to Historic Records. Thank you all for your interest and support. Gordon A. Hello Everyone This is my first posting to this list and I would very much appreciate hearing from anyone with connections to the following person: Mary Emily WATTS born c. 1863 Rawdon nr Leeds daughter of Sara Ann (GREEN) and Elijah WATTS of Barrow-in-Furness and Rampside. Mary Emily married James ORMANDY, Joiner, in Buxton 23 April, 1885. James died in Barrow-in-Furness in 1905. However I can find no trace of Mary Emily's death in the indexes. Margaret WATTS was last sighted as a witness to her sister Annie's marriage to Sam MORTIMER in December 1894. She signed herself Maggie WATTS and can anyone tell me if she married? Any information about Mary Emily WATTS later ORMANDY and Margaret WATTS would be very much appreciated. Thank you Magdalen, Port Elizabeth, South Africa. [email protected]
Greetings All. As of this morning the MP Scoreboard of the Post 1901 Census Project website located at http://www.globalgenealogy.com/census has been updated to reflect the changes necessary because of the federal election. 48 changes were made to the list of MPs. Should you find any errors on the changes made please let me know. One word of caution, the email addresses shown for new MPs were calculated on the same basis as the addresses for the old MPs and may be subject to error. It may also take a short time for the government webmasters to get up to date on MPs email addresses. Any problems with mail bouncing when using the addresses shown should be reported to me. Thank you. Gordon A. Hi, I am still having some difficulty in finding these two young men. George (middle name could be Manly) Watts and his brother John F.Watts. They are listed as being grandchildren of Daniel B & Betsey K Littlefield of Brockton Mass. This was Feb of 1912. Daniel and Betsy to my knowledge only had two children. Mary, who would of known the whereabouts of the two Watts boys if they were her sons. and William who is my ggrandfather who married 1898 at age 19 and died 1907 after having two daughters....So it seems that both of those are ruled out......There had to be a third child..possibly more as Daniel and Betsy were married 1864....So somewhere out there is a Mr.Watts who married a Miss Littlefield, probably in North Bridgewater/Brockton Mass after 1882 ??? Does anyone know her? I have checked the VR's for the Watts births and cant seem to find them. Greetings All With Canada's Federal election on 27 November 2000 a new Government comes into being. With the dissolution of the previous Government, all outstanding Bills and Motions in the House of Commons and the Senate, including those relating to Historic Census, ceased to exist. The same applies to petitions sent to the previous Government. Petitions from the Canada Census Committee containing signatures in excess of 6000 were presented to the House of Commons and something close to 3000 were sent to the Senate. These petitions, and those from other sources, served their purpose and helped us to reach the point where we were close to having a Government Bill brought down. Unfortunately, the election was called before this happened. Now, more than ever, your support in letters and petitions is required to inform the new Government that we are still here, and still seek public access to Historic Census records. We have a clean slate with the new Government. Those who signed petitions sent to the old Government are free once more to sign petitions to be sent to the new Government. Petitions downloadable from the Post 1901 Census Project website at http://www.globalgenealogy.com/census have been upgraded to Adobe Acrobat PDF files. This should eliminate printing problems experienced with the Word and WordPerfect files previously located there. There are petitions to both the House of Commons and the Senate of Canada, in both French and English, for residents of Canada to sign. There is also a Non-Resident petition of support for those living outside of Canada, but having roots in Canada, to sign. The petition page has been totally revamped. I urge all to download and circulate both petitions, i.e. for the House of Commons and for the Senate. Even though they are worded similarly, because they are directed to different places, both petitions may be signed by the same people. If various Genealogical and Family History Societies prefer to use petitions of their own wording rather than use ours, I urge them to start circulating them now. There are no deadlines for petitions of the Canada Census Committee. They will be sent in periodically when sufficient signatures have been collected to make it worthwhile. Thank you all for your continuing interest and support. Gordon A. I want to bring you all up-to-date on the implications of the election on Bill S-15, my Archives of Canada Act (census records). Bill S-15 had been referred for further study to the Senate Standing Committee on Social Affairs, Science and Technology. It has now died, along with that committee, but I intend to re- introduce the same bill as soon as Parliament resumes after the election. I expect that it will move through the Senate much more quickly this next time, as my colleagues will be familiar with the intent of the bill. My real agenda has always been to get the Minister responsible for Statistics Canada, formerly John Manley but now Brian Tobin, to introduce a Government Bill to solve our problem. Several of the key players in this exercise, including myself, the head of 'Stats' Canada, the Privacy Commissioner and the National Archivist worked all summer to hammer out a compromise position for a Government Bill. We had succeeded, and our proposition was placed before Cabinet just prior to the election call. Now, of course, all bets are off since after the election we will be dealing with a new Minister, a new Cabinet and a new Privacy Commissioner. Fortunately, the new Privacy Commissioner has already reluctantly but publicly agreed, in response to my questioning him in the Senate, with the compromise solution that brought the last Privacy Commissioner on side. In the meantime, I urge all of you to take advantage of this election to press all the candidates in your own riding for their stance on the Release of the Historic Census issue. Don't forget that it was the pressure you put on all Parliamentarians that helped me get the issue this far! As you all know, there is strength in numbers and elections are the perfect opportunity to advance a policy objective. As a Liberal Senator I will, of course, be out campaigning for the Liberal Party. I certainly do not want to lose the advantage I now hold that has enabled me to gain the full co-operation of a Cabinet Minister and to bring our issue directly to the attention of the Cabinet. Sincerely, Senator Lorna Milne
Greetings All As expected, this morning's news announced that Prime Minister Jean Chretien has taken steps to dissolve the current Government and called a Federal Election for 27 November 2000. This means that all pending Bills, including those dealing with public access to Post 1901 Census Records, i.e. C-312, C-484, and S-15 no longer exist. Essentially, from the point of view of those that have been working diligently to obtain this access, when the new Government is formed it will be a new ball game. It is hoped that this will not mean that we must start entirely from scratch again, but there will be new players that need to be convinced. We need not wait until after the election to start that process. It is not my intention to tell anyone who they should vote for - that is between the individual and their conscience. I would however, advise all who are concerned to become involved, even if only in a small way. Candidates for election, or re-election will be holding meetings in their ridings, and there may be all-candidate meetings as well. Check the MP's Scoreboard at http://www.globalgenealogy.com/census to see how the incumbents have responded to, or failed to respond to, questions seeking their position on access to Historic Census. Attend the candidate's meetings and publicly ask them their position on allowing public access to Historic Census Records, i.e. 92 years after collection as per regulations attached to the Privacy Act. If unable to attend the meetings visit their office to ask them privately. I think it unlikely that anyone will vote for or against any candidate because of the answer given on this one question, but it may play a part in your decision. Feel free to post your candidate's response to this question on the Canada Census Campaign mail list at [email protected] . We look forward to seeing them. Happy Hunting. Gordon A. My husband's family was in Walker Co., Tx. They were the Barker, Brown, and Watts families. The Watts that were there were cousins of the Barkers, who decended from Britton Barker and Celia Watts. William Barker, son of Britton and Celia participated with Sam Houston at San Jacinto.. Celia's father was Thomas Watts, SC to MS to LA and some say TX. Greetings All. This morning I received an email from the Access to Information and Privacy Officer of Statistics Canada giving me advance notice that the Official response to my ATI Request for the Report of the Expert Panel on Access to Historic Census Records was to be mailed today. The response is that my ATI Request is being refused on the basis that John Manley "intends to make the Expert Panel's report available to the public as soon as possible. It will be posted on the Statistics Canada web site; paper copies will also be made available on request." In view of the rumoured Cabinet shuffle, and imminent federal election it remains to be seen if Mr. Manley will be around to make that Report available to the public. Under ATI a request may be refused if the information requested is expected to be published within 90 days after the request is made. That means that we could still wait up to 18 December for the report. If my original ATI request to Industry Canada had been forwarded to Statistics Canada as per the ATI Act, instead of being refused, that 90 day period would expire on 21 November. I have submitted a complaint on the original refusal to the Information Commissioner. While the refusal to submit the Report of the Expert Panel as per my request was not entirely unexpected, on the grounds stated, it was nevertheless disappointing. We hope that the Report will be posted to the Statcan website soon. This afternoon I sent an email to Prime Minister Chretien requesting that he take steps to see the immediate steps to see the Report of the Expert Panel released to the Public. Time will tell.
