Dear Listers I am a new subscriber and hope to find out more about my WATTS roots. I am in the process of setting up my web page http://familytreemaker.genealogy.com/users/w/a/t/Barbara-E-Watts albeit not very good and hope to put photos and links on it time permitting. I am semi-retired and so hopefully can now devote time to this. I work at Reading University and luckily have access to their library for my research. My husband Colin is a 3rd year student there studying Politics and International Relations. I hope to post to the list any WATTS that I find on my travels looking through the census. Now for my history WATTS Arthur Albert m. ROSE Susan address 70 Canterbury Road in 1908 and (circ 1950s) Lizban Rd, London He was a house painter/decorator. One of their children was my father-in-law WATTS Sidney George, (aka Sid) (b. 18 May 1908 (@ 70 Canterbury Road, London) d 30 May 1973) my father-in-law. Sidney was married to Edna May JEWEL L(b.Jan 1904, d Jan 1992) on 26 June 1932 @ St.Crispins Church, Bermondsey. They separated in 1948. They had one son Colin Keith WATTS (b.7 March 1938.(my husband) In the early years of their marriage they bought a house, 139 Westbrook Road, Welling, Kent (where my husband was born) and I believe in later years the singer Max Bygraves bought for his mother Sidney's family came from Southwark/Blackheath. As a youngster Sidney was a pageboy at the Hotel Cecil in London. Due to ill health he did not serve in the forces. He was an insurance agent and then had six shoe repair shops in South London 1939-1959 approx but went bankrupt. In the late 1940s/50s his parents lived in Lizban Rd, behind the Sun in the Sands pub, near Shooters Hill. He had six brothers and sisters. All the sisters died in childhood and I know of one elder brother Bert WATTS who fought for the Black & Tans in Ireland where he met his wife Pearl. I met him in the early 60s when he was an inspector for London Transport at Catford garage. A younger brother, James WATTS, died when he was in the RAF he died from peritonitus (circ 1930) after undergoing a routine appendix operation. I would be interested to know where I could find out information regarding this. Greetings All. This afternoon I received by fax some information relating to the Access to Information Act Review Task Force. It had to do with the roundtable discussions I will be attending in Ottawa on 26 March. What I found most interesting about this document was the fact that a website has been set up to deal with the Access to Information Act Review Task Force. The Task Force is asking for submissions from interested parties or organizations. Submissions may be given in a form directly on website or by snail mail. They may be submitted in a variety of forms, including hard copy (mail or fax), on disk, by e-mail or via the website. In order for the work of the Task Force to be as open and transparent as possible, they prefer to make submissions, along with the identity of the individuals or groups who provided them, publicly available, including through posting on this web site. Anonymous submissions will not be used or retained. They ask you to indicate in your submission your consent to the public disclosure of your name and the contents of your submission. If you choose to request confidentiality, your submission will not be posted on the web site or distributed publicly, however it would be subject to the Access to Information Act if any requests are received. Please also include a title and a brief summary of your submission so that they may translate them into the other official language and post them along with your submission. Box 1178, Station B Ottawa, ON K1P 5R2 Or fax to: 613-946-6198 Email to [email protected] The part of the Access to Information Act that causes us problems is a clause within the Act that exempts from its provisions, any Statute, or any clause of a specified Statute that may be named in Schedule II, attached to the ATI Act. I stand to be corrected, but I believe when the ATI Act was enabled in 1980 to 1983 there were only three exemptions listed. As I write this there are some 54 exemptions listed. As you may have surmised, Section 17 of the Statistics Act has been listed in Schedule II since day one. The specific clause of the ATI Act reads: 24. (1) The head of a government institution shall refuse to disclose any record requested under this Act that contains information the disclosure of which is restricted by or pursuant to any provision set out in Schedule II. If Section 17 of the Statistics Act were removed from Schedule II of the ATI Act Statistics Canada would no longer be able to refuse turning control of Post 1901 Census records over to the National Archives. Once under the control of the National Archivist, provisions of the Privacy Act would permit public access to those records, 92 years after collection. Any submission that you might make to the ATI Act Review Task Force should emphasize the need to remove Section 17 of the Statistics Act from Schedule II, thus allowing transfer of control of Historic Census Records to the National Archivist. His family has been in Missoula for over one hundred years. (You must in some way state a relationship with Montana for the message/testimony to carry any weight) I then COPIED it and then just went down the list, clicking on each email and pasting my messages onto each of the emails. I realize I could have sent one message collectively, but in my experience if it appears to be more personal it stands a better chance than one that is sent in a blanket manner. I gave my name and address at the end even though it outside of Montana. It is generally required in other testimony that I have been involved in. This destruction of documents just makes me sick and I urge you all to write immediately. It only took me an hour to contact all of those that had an email address. I consider it an hour well spent! Hi Gordon I am so glad to hear tht you are going. Even though I have not said anything on the list, I have been keeping up with what is going on with the Canadian 1901 Census. As a U.S citizen, I have felt that there wasn't anything I could do to help. If you have any ideas please let me know. As a follow up on my posting of a few days back wherein I advised I had been invited to participate in roundtable discussions conducted by the Access to Information Review Task Force, I have an announcement: I AM GOING TO OTTAWA!!!!!!!!!!!!!! I have been advised that the government will pick up the tab for transportation and accomodation to attend these roundtable discussions. This was the only consideration that would have blocked my participation. I shall do my best to convey to them the position of genealogists and historians that public access to Historic Census records must be restored. I have also recommended to the person with whom I spoke that Lyn Winters would be a valuable addition to these discussions and I expect him to be invited to participate as well. Lyn is a member of our Census Committee, a former member of the RCMP, and a retired investigator for the Office of the Information Commissioner of Canada. He is well versed in the ATI Act and is also into genealogy. It was from a posting from Lyn that I first became aware of the withholding of Post 1901 Census records some years ago. Near a pile of debris, Mr. Schenck discovered a tombstone that dated from about 130 years before. Engraved on the tombstone was the name Edwon W., born February 25, 1863 to M. and E.M. Watts. "The poor little lad was only one month old when he died," Mr. Schenck says. "Rather than seeing it (the tombstone) covered up and buried, I brought it home." Although Mr. Schenck does not know for sure where the tombstone originated, he believes that the child's family was "homesteaders" who occupied the land where he discovered the stone and had buried the child there. After initially finding the tombstone, Mr. Schenck says he tried to locate who might be a relative of the late child. He said he tried to reach two individuals with the surname Watts from the Mahaffey area, whose names he found in he telephone book, but was unsuccessful. Now Mr. Schenck is seeking the public's help in returning the tombstone to the descendents of the infant because he feels "the soul and spirit (of this child) are within the white rock of this tombstone and it should be put to rest with his family." "To me, this is something very historical," Mr. Schench said. "Clearfield was only 13 years old when this baby died. I'd like to see this tombstone go to a blood relative." Greetings All. In my last message I stated that I would be away from the computer until tomorrow (Saturday) however here I am again. I guess I am addicted. I do, however, have a reason for coming back tonight. Life has it's ironies, and it would appear that I have been subject of some of them today. After a delay of almost six months, because I made an Access to Information Request for the Report of the Expert Panel on Access to Historic Census Records, Industry Minister Brian Tobin made the Report available to the public on 15 December 2000. Along with the release of this report Mr. Tobin issued a press release in which he stated that "further broad based consultation with all Canadians is needed. This consultation will take place as part of the already announced administrative and legislative review of the Access to Information and the Privacy Acts." His reference here was in regards to a press release of 21 August 2000 which announced the establishment of "An Access to Information Review Task Force". While it is expected there may be some progress reports, the press release stated "A final report will be released in the fall of 2001, which will analysze the administrative and legislative aspects of Access to Information and provide recommendations for improvement." Anything here sound familiar? Our response was, and still is, to deplore the refusal of Mr. Tobin to accept the recommendations contained in the Report of the Expert Panel. We opposed the inclusion of the Census issue in the mandate of this Task Force. We viewed his announcement of "further study" as a delaying tactic and have our doubts as to whether or not he has actually read the Report. We feel the idea is to "study the Census issue to death", or at least to the point where they finally manage to get a report that states what they want, rather than what the public wants - i.e. access to Historic Records. We continue to urge Mr. Tobin to accept the recommendations of the Expert Panel. We continue also to urge our MPs and Senators to vote in favour of Bill S-12, introduced in the Senate by Senator Lorna Milne, and an identical Bill soon to be introduced to the House of Commons by MP Murray Calder. This afternoon I received a phone call from Keith Lafrance, a member of the BC Genealogical Society, as am I. He called to advise he had received a fax addressed to me as Editor of the Global Gazette. The facts are that I am simply a writer for the Global Gazette, not the Editor, and the number to which the fax was sent is not mine. Fortunately Keith knew who I was or I would not have received the fax intended for me. Now comes the irony. The fax had been sent by Andrée Delagrave, Chair of the Access to Information Review Task Force mentioned above. The purpose of the fax was to invite me "to participate in a roundtable discussion on the federal Access to Information framework." The message further stated that I was "being invited to discuss aspects of access to information related to the specific interests of the stakeholders represented. You are being invited to participate in the first roundtalbe for those with expertise in the information busines, libraries, archives, genealogy, history, science associations, and publishing of government data." There you have it -- I am invited to participate, in a small way, in the Task Force which I have decried as not being necessary to our purpose. I would very much like to attend this roundtable discussion, however the hooker is that it is scheduled to take place at the Rideau Club on Monday, 26 March 2001 (10:00 a.m. to 3:00 p.m.). While the message did not say so, my assumption is that the Rideau Club is in Ottawa and I live 25 kilometers east of Vancouver. The message makes no mention of the government paying for transportation or accomodation. My pension, while normally adequate, is not sufficient to pay for day trips to Ottawa. I will be checking on Monday to see if the government will be funding the trip, but otherwise I will be unable to attend. The message does make provision for someone other than myself to attend and I have someone in mind to take my place if I am unable to attend. I will keep you informed on what happens. Greetings All. I am pleased to announce that this afternoon the Post 1901 Census Project Website is back up and fully operational. Many have been aware that for the past week, following transfer of the website to new servers, many of the pages have been inaccessible. At this time all functions on the website are working. All pages are accessible, and all petitions are downloable. Most of the main pages are available in either English or French languages. Debates of the House of Commons and the Senate are available in both languages, as is the "Whats it all about" page. The MP Scoreboard is fully accessible, and the MP response totals are also available in both languages. Work continues on the remaining pages to complete the bi-lingual conversion. The move to the new servers should show an improvement in the speed of accessing the pages. I will be taking steps also to convert very large pages to smaller ones to further improve access speed. Those who have the Post 1901 Census Project website bookmarked please note that with the move to the new servers the URLs are now case sensitive. Greetings All. For those who have been attempting to access and browse the Post 1901 Census Project website I have an explanation of why you have been having some problems. As mentioned before the website has been moved to new, faster, better servers, however while the loading of the servers went smoothly it was not without its problems. Most of the website is up and running however a number of the links, both internally, and externally are not working. The reason for this is that the server to which the website was moved operates on the Unix operating system which insofar as file names and directory/folder names are concerned, is case sensitive. The Windows server from which the website was moved was not case sensitive. The result of this is that for awhile, even I was unable to access the website at all. For advising me that the Census directory/folder on the new server was named with an upper case C and enabling me once again to access the website I must give thanks to Jim Church. To access the main page of the Census Project website use the following URL http://globalgenealogy.com/Census Note the upper case C in Census. Most of the main page links are working but some of the links on those pages are not. To access the Scoreboard click on "Members of Parliament and Scoreboard" as usual. This will bring up The Scoreboard Totals page. Clicking on one of the Provincial links will bring up a "Page not found" notice because in the URL, the filename Score is shown with a lower case S. Change that S to Upper Case and hit "Enter". This will take you to the proper location on the Scoreboard. Press "Back" to return. Some of the other links can be accessed by changing the case of the first letter of a directory or filename, but others cannot. A couple of the petitions can be downloaded in this manner that most cannot. There is about 1000 files involved in this website and I have been working non-stop since Thursday trying to get everything straightened out. Rick Roberts has been working much longer than this in preparation for the move. We will get everything working as soon as possible but we ask that you have a little patience with us. If you need to download petitons before I have that page fully operational, email me, giving your location, and I will send them to you attached to an email. Greetings All I have been receiving a number of messages about people having difficulty accessing the Post 1901 Census Project website. These messages have been sufficient in number to warrant my posting a message about it. Global Genealogy has been going through a process of changing servers to improve service and access speed. They had continuing problems with the original people contracted to do the job and Wednesday discharged them and went with another company with a very good reputation. It was expected that by today, Saturday, all problems would be resolved and everyone would have unrestricted access. All appeared to be going smoothly, however there have obviously been some problems. I am sure they are working on the problems and would hope that things will be rectified by the end of the weekend. For those having difficulty accessing the Post 1901 Census Project website, all I can suggest is to keep trying periodically. The problem is being worked on.
