Yes the WPA indexed all of the 1900 and 1920 census in the 1930s, it is called a soundex, and the names are indexed by sound to cancel out the poor spelling of the census takers. Each head of house was put on a card and all the other people in the house were listed. They have the ages and place of birth of each of person in the house along with the ED, page and line number. They do list the county and city. Check the library near you for the soundex.
